Does windows 11 use more ram?

From what I have seen, and from what I can tell Windows 11 actually uses less RAM than Windows 10. This is because of the many new features that are available in Windows 10 that are not available in previous versions of Windows.. Is 4gb RAM enough for Windows 10 64 bit?
